Capabilities · Recladding and ACP replacement for existing buildings
SA Construct is an Adelaide cladding, roofing and facade contractor, founded in 2011 and based in Beverley, and a Master Builders SA award winner since 2014.
Recladding replaces the cladding on an existing building, most often combustible aluminium composite panel (ACP), with a non-combustible system while the building stays in use. We strip the old panels, frame out for the new system and install the replacement, working for head contractors in Adelaide, and for building owners through their builder or project manager.
Delivered on: Roma Mitchell House, a government office on North Terrace, for Hindmarsh, 2023 to 2024, and the ACP replacement at Myer Centre Adelaide for Shape, 2024. Both buildings stayed open.

The problem. The Myer Centre on Rundle Mall carried combustible ACP on its western, eastern and northern elevations. Shape's design and construct programme for owner Starhill Global REIT had to replace 10,140 m2 of a 10,500 m2 envelope on a working CBD shopping centre.
The solution. Shape split the work into eight zones over 22 months and rebuilt the Rundle Mall frontage from a 34-leg gantry over the mall. We installed the new panels on the replacement: 3,750 m2 of Fairview Vitracore G2 in Monument Grey and Pure White, and 935 m2 of Vitradual in Gold Metallic. Vitracore G2 is a bonded panel with an aluminium core, which Fairview describes as deemed non-combustible under C2D10(6)(g). Vitradual was fabricated, curved and rolled to wrap the facade's columns.
The outcome. The new facade was revealed in May 2024 on the $15 million project and won the 2025 City of Adelaide Prize for Design Excellence at the AIA SA awards. Fairview's project page names SA Construct as the installer.
The problem. Roma Mitchell House at 136 North Terrace is a multi-tenanted state government office with a public walkway to Adelaide Railway Station. Its ACP facade had to come off while the offices stayed open and commuters kept walking through.
The solution. Hindmarsh won an $8 million design and construct contract from the Department for Infrastructure and Transport, worked from a prefabricated gantry, and did most of the work after hours. We removed the existing cladding, framed out for the new system and installed prefinished solid aluminium panels.
The outcome. Hindmarsh announced completion on 3 December 2024. The building kept operating, and the morning and afternoon flow of pedestrians to the station carried on through the works.

After the 2017 Grenfell fire, the SA Government audited buildings likely to carry ACP. The state audit page says phase two is complete and 30 buildings rate High or above. Each building is rated under the South Australian Life Safety Assessment (SALSA) as Extreme, High, Moderate or Low, and Extreme and High ratings carry notices and timeframes.
The Combustible ACP Cladding Limited Loan Scheme, run through the South Australian Government Financing Authority (SAFA), offers owners corporations concessional loans of up to $15 million over 10 years for buildings rated Extreme or High. Applications opened in March 2023. Check the current SAFA guidelines before relying on the figures.
For new buildings, see our non-combustible cladding systems. For towers, apartments and mixed-use work, see CBD towers and apartments.
Questions
The South Australian Life Safety Assessment is the risk tool used in the state's ACP audit. Each building with ACP is rated Extreme, High, Moderate or Low after looking at panel type, extent, sprinklers, egress and fire service access. The City of Adelaide's Building Fire Safety Committee identified 127 buildings with apparent ACP. The target is a Low rating, which does not always mean removing every panel.
Not always. Extreme and High ratings carry notices and timeframes. Partial removal around egress paths, balconies and ignition sources, with interim fire safety measures, can bring a rating down. A fire engineer sets the scope, and we price and deliver it.
Yes, for privately owned buildings. The SA Government's Combustible ACP Cladding Limited Loan Scheme, through SAFA, offers concessional loans of up to $15 million over 10 years to owners corporations of buildings rated Extreme or High, with Moderate assessed case by case. Check the current guidelines and the owner vote your strata rules require before committing.
South Australia has no product ban order. It relies on the NCC, the ACP audit and the loan scheme. Under the NCC, polyethylene-core ACP is combustible and has no Deemed-to-Satisfy path on a Type A or B external wall. A panel labelled "A2" or "FR" is not compliant because of the label: the AS 1530.1 report for the core and skins is the evidence.
Yes. Roma Mitchell House stayed open, with most of the work done after hours from a gantry. On the Myer Centre, Shape staged the work across eight zones over 22 months.
It depends on the area, the access and the staging. Public Adelaide examples range from 17 weeks for a mid-size office building at 400 King William Street to 22 months for the staged Myer Centre facade. Roma Mitchell House was scheduled for 2023 and completed in December 2024.
